The Safe Community Movement was formally established in 1989 when the Karolinska Institute was made a WHO Collaborating Center on Community Safety Promotion (WCCCSP) 

Chaired by Professor Leif Svanstrom, this center has certified more than 260 Safe Communties worldwide according to a set of criteria and upholds the right of every woman, child and man to safety from accidents and injury.
This human right was established as one important among many other human rights in Stockholm in 1989.

The movement rests heavily on the idea of community empowerment, minted by the WHO Ottawa Charter in 1986.
